As this is totally free money - given to you by a complete stranger and you don't even have to make a deposit - it seems a little bit mean to point out the flaws in the deal, but I am going to anyway.

Yes, it is $9 that you didn't have, but aside from that, it is a little on the small side. The remaining bonus amount of $190 is pretty huge in comparison, and it can be extremely difficult to unlock any part of it when you are starting with only a few dollars, albeit free dollars.

Still, if you are dedicated enough you could conceivably grind it out at the penny tables. And of course if you have no other way of funding your account, and nothing better to do, then that is exactly the approach you should take.
